Cultural Activators Pilot

The Ngā Kaiwhakaoho Ahurea Cultural Activators Pilot funded cultural activators in eight communities to increase access and participation in cultural activities.

Manatū Taonga funded cultural sector organisations from eight communities to host and support these cultural activators for a year. Each of these organisations received up to $180,000 for this purpose. Total funding is $1.44 million.

The New Zealand Portrait Gallery Trust up to $72,000 to build the capability of rangatahi and emerging artists, including the provision of mentoring for rangatahi to lead the delivery of a suite of initiatives related to the 2023 Kiingi Tuheitia Portraiture Awards.

The New Zealand Society of Authors Te Puni Kaituhi o Aotearoa (PEN NZ) Inc up to $143,500 to support the implementation of a Māori branch, establish dedicated programmes and professional development opportunities for Māori authors, and support the organisations te reo Māori capability.

The Professional Theatre Trust up to $174,710 to support the establishment of a professional theatre company in Nelson.

Toi Iho Charitable Trust up to $200,000 to preserve authenticity and quality in Māori Arts Practice through the delivery of skill development wānanga, the revitalisation of the national Toi Iho trademark and the establishment of an Intellectual Property advisory group who will advise on the preservation of authenticity and quality.

Toi Ngāpuhi Ltd up to $300,000 to support the recording and sharing of mātauranga toi whakairo.

Toro Tairāwhiti Limited up to $786,000 to support Mātauranga Māori revitalisation through digital storytelling for marae across Aotearoa.

Trick of the Light Theatre Ltd up to $171,190 to increase the environmental sustainability of touring for performing artists working within and from Aotearoa, through support for research and development of resources for the sector.

Tuwharetoa Tarai Waka Trust up to $52,606 to support waka mātauranga to be regenerated through growing capacity in a group of kai-tārai-waka, and training kaihoe.

Vanessa Immink Productions Tapui Ltd up to $236,236 to build capability and address the shortage of skilled independent live performance producers through support for the development of online resources and training.

Evaluation and decision-making

The evaluation of proposals used evidence provided by applicants, alongside the Outcomes Guidance provided by Manatū Taonga to assess each initiative’s contribution to the outcomes of the Fund. Proposals were also evaluated against:

  • the level of funding sought in proportion to the contribution to outcomes
  • the track record of the applicant,
  • the delivery plan, and
  • the level of support expressed by people and organisations within the arts, culture and heritage sectors.

Based on this evaluation, recommendations were made by a Panel of senior Manatū Taonga kaimahi to Te Tumu Whakarae, Chief Executive of Manatū Taonga, who makes the final funding decisions. Before making recommendations, the Panel also consider the geographic and discipline spread of the proposals to support a balanced range of funded initiatives.

Capability Fund funding recipients

The Cultural Sector Capability Fund was designed to support the cultural sector to adapt to the COVID-19 environment by funding projects that built skills and knowledge, and provided access to advice, services, tools and resources. Through this fund 39 organisations received a total of $5.9 million in support.

An evaluation panel, administered by Manatū Taonga and including members with sector knowledge and expertise, made funding recommendations. Based on these recommendations, decisions on the allocation of funding were made by Manatū Taonga. An external agency was engaged to provide assurance from a probity perspective around evaluation processes.

Arts and Culture Event Support Scheme funding recipients

The Arts and Culture Event Support Scheme provided confidence for the arts and culture events sector to continue organising their events under the COVID-19 Protection Framework.

If an event was negatively affected by reasons covered by the Scheme, the event organiser received financial support to meet non-recoverable losses, including full payment for artists and production crew as if the event had gone ahead.

A guide to the outcomes:

  • Payment complete – Payment to the event organiser was processed. The event organiser was then responsible for processing payments to suppliers, artists/performers, production crew and companies.
  • Not eligible for payment – The event went ahead or was unable to go ahead for reasons not covered by the scheme, and therefore was not eligible for payment.
