It Takes Three: Operating Expectations Framework for Statutory Crown Entities, which shows how the roles of Ministers, monitoring departments and entities all fit together. Please note that the application of the guidance and relevant Acts may vary for specific Crown entities.
The framework was originally developed by the Ministry for the needs of the cultural sector Crown entities. It has been updated by the State Services Commission and the Treasury.

The Ministry’s Step-by-step good practice guide to Crown entity board appointments. Based on the It takes three framework, the guide is intended to assist Ministers, the Ministry and its funded Crown entities manage the appointments process efficiently.
Developed by the Ministry, this e-manual is designed to highlight key principles and to illustrate how these apply to Ministry’s family of boards. Each topic is augmented by appropriate website links and appendices. This e-manual has been written with a focus on the requirements of board members of our Ministry-funded boards.

Principles for effectively co-governing natural resources (Office of the Auditor-General)
Many New Zealanders are taking part in projects, independently or in partnership with local or central government agencies, to conserve the environment for future generations and protect our economic, social, and cultural well-being. This report was released in February 2016.
Reflections from our audits: Governance and accountability (Office of the Auditor-General)
High standards of public sector governance and accountability are essential to healthy democracies at both a national and local level. They enable the effective and efficient use of public resources in the wide range of entities that make up New Zealand’s public sector. Good governance and accountability need and support each other and, if done well, enhance the public’s trust in our system of government and in the performance of the public sector.
This April 2016 report reflects on common issues and challenges, and examples of good and emerging practice that public entities can use to help improve their governance and accountability arrangements. This report has identified eight elements of good governance, which we encourage entities to use to consider their own governance arrangements. It also highlight some emerging trends, such as new reporting standards, that present both challenges and opportunities for enhancing transparency and accountability.
